The AbilityOne Program is the
largest source of employment for people who are
blind or have other severe disabilities in the
United States. More than 600 nonprofit agencies
(NPAs) employ these individuals and provide quality
goods and services to the federal government
at a fair market price. The AbilityOne Program
was created by the Javits-Wagner-O’Day Act and
is guided by FAR
Subpart 8.7 and 41
USC 46-48c.
The Program is administered by the President’s
Committee for Purchase From People Who Are
Blind or Severely Disabled (Committee),
an independent federal agency, with assistance
from National
Industries for the Blind (NIB), and NISH-Creating
Employment Opportunities for People with Severe
Disabilities. The Committee provides oversight
for the AbilityOne Program, determines what
is suitable and the fair market price (FMP).
NIB/NISH support the NPA network and federal
customers with business development and contract
management assistance, and engineering and
technical advice.
